TransCo intervenes in NGCP’s Visayas-Mindanao Interconnection project
As the owner of the country’s transmission assets, state-run National Transmission Corp. (TransCo) has filed a manifestation with the Energy Regulatory Commission (ERC) to intervene in the construction of the Visayas-Mindanao interconnection project by the National Grid Corp. of the Philippines (NGCP).
In its manifestation, TransCo said NGCP’s proposal to connect the Visayas and Mindanao grids was longer than the original route which would cost P51.7 billion compared to the original Leyte-Mindanao Interconnection project which would cost only P15 billion.
Transco said NGCP should provide ERC and the state-run firm the final report of the geo-technical/feasibility study on the original route verified by third party experts, techno-economic comparative analysis between high voltage alternating current (HVAC) and high voltage direct current schemes, detailed costing with bill-of-quantities of the proposed project, environmental impact study and impact on marine environment, computer models of the power system.
TransCo also asked ERC to deputize it and the Commission on Audit (COA) as observer in the bidding, award and implementation of the project to ensure transparency and compliance with the least cost mandate in the procurement.
TransCo stressed that NGCP stands to earn a total of P132.5 billion in profit from the project.
