DOE starts accepting proposals to develop coal areas in PH


The Department of Energy (DOE) is now ready to accept unsolicited offers for coal and petroleum contracts to help develop indigenous power sources.

The agency has issued a circular for the awarding of coal contracts under the Philippine Conventional Energy Contracting Program (PCECP).

The circular, which took effect Monday, lays down the guidelines for the submission of applications for coal operating contracts (COCs) and the creation of the review and evaluation committee (REC) that will evaluate the said applications.

Proposed COCs will be subject to competitive bidding.

The PCECP replaced the Philippine Energy Contracting Round (PECR), a competitive system to award service contracts.
