Bibo: Lapeña proposes time release study for ports during BIMP-EAGA meeting
He may be new to Customs processes, but this chief is already making waves.
Customs Commissioner Isidro Lapeña did not come empty-handed as he joined fellow heads of customs for the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) annual meeting on Nov. 13-14.
The former military man and ex-Drug Enforcement chief presented several ideas during the discussions in Malaysia, where he proposed a Time Release Study (TRS) on Port Clearance to measure shipment arrivals and exit from one port to another.
“The TRS will help identify both the average processing time of shipments and the steps that take the longest time. The results can help inform policies that can result in faster processing of shipments,” the bureau said in a statement.
“The faster goods reach its destination means goods move faster in the economy which in turn stimulates economic growth.”
Apart from his novel idea, Lapeña also put forward bilateral arrangements of the Philippines with Malaysia and Indonesia for goods in transit, which is seen to boost port activity and attract investors.
