President Rodrigo Duterte is puzzled why government agencies would ask police clearance from companies investing millions for their businesses.
In a speech before members of the Philippine Chamber of Commerce and Industry, Duterte does not see the point in asking for this requirement on top of the dozens of permits to be obtained before a business would get a greenlight except for delaying the project and forcing investors to pay bribes.
“Bakit mo hingiin ang police clearance? Gagastos ka na nga ng milyon, maghingi ka pa ng police clearance. ‘Di hayaan mo kung talagang kawatan. Ipasagasaan natin,” said Duterte.
“At one time he always cross the street somewhere in Makati, eh ‘di sagasaan mo na lang para makatabla ka. But don’t give me that s*** of… You cannot. Hindi mo matapos ‘yan,” he added.
Duterte was so frustrated with the myriad of clearances, he suggested that investors should just use the fire extinguisher on the inspector from the Bureau of Fire Protection as a sign of protest.
“Kagaya ng fire. P***** i** mag-ano ka ng fire, pabilihan ka ng fire extinguisher. ‘Di sabihin mo, ‘Chief, pwede ba nating subukan ito? Baka hindi ‘to magtrabaho itong p***** i**** ‘to’. Eh ‘di tanggalin mo ‘yung lock tapos pasirit mo sa mukha mo.Tapos magsabi siya, ‘Ginawa mo ano? Patayin kita o idemanda kita?’ Sabihin mo, ‘Sabi ni Duterte ganun gawin ko sir’. Ganun exactly,” he said.
Duterte recalled asking a Cabinet member to explain why application processes would take at least two years to complete in his agency.
“Sinabi ko sa kanya, ‘Either you explain to this — to me that —
the ways that I can understand or you have to go’. Maya nag — gumawa siya. And you know what, ang slides niya was three pages. Clearance sa BIR (Bureau of Internal Revenue), clearance doon sa DENR (Department of Environment Natural Resources), clearance doon sa census and statistics, clearance doon sa lahat ng gobyerno,” said Duterte.
Duterte said he cut him off and told Cabinet members:”“You know, the requirements that you are now narrating, those are requirements that can be completed after two presidents after me.” P***** i** hindi para sa akin ‘yan, leche ka.”
