Although Pangilinan did not specify the allegations, he was alluding to a white paper against bilyonaryo William Gatchalian and his sons: Senator Sherwin, Valenzuela City Mayor Rex, Congressman Weslie, and businessman Kenneth.
The white paper surfaced after Rex publicly shamed NLEX by suspending its business permit in Valenzuela City after its defective RFID system caused massive gridlocks in the city’s toll gateways.
Rex agreed to a conditional lifting of the toll holiday on December 16 after NLEX agreed to implement a barriers up system in collection toll in Valenzuela’s access ways.
