Kahit Ombudsman, binabastos! Martires asks Tugade why Megawide-Mactan airport GM Dicdican is defying suspension order

Ombudsman Samuel Martires is not one to tolerate defiance against his orders.

Martires sent a letter to Department of Transportation Secretary Art Tugade asking why suspended Mactan-Cebu International Airport Authority General Manager Steve Dicdican has defied the Ombudsman’s suspension order.

Martires has ordered Tugade to submit the “status of implementation” of the Ombudsman’s December 17 order suspending Dicdican for violating the Anti-Dummy Law by allowing the private operator, GMR Megawide Cebu Airport Corp. (GMCAC) of bilyonaryo Edgar Saavedra, to hire foreigners to run the airport.

Martires has been receiving reports that Dicdican continues to report to office despite the order for his preventive suspension.

“A copy of the preventive suspension order was likewise served upon Atty. Dicdican thru his official email address in accordance with the Supreme Court 2019 Revised Rules of Procedure. As a lawyer, he should not wait that the order be officially served upon him by the DOTr Secretary because he is expected to observe compliance with lawful orders of duly constituted authorities,” said the Ombudsman.

“Under the Office’s rules on procedure, a compliance report must be submitted by the DOTr within three calendar days from receipt of the Order of Implementation,” it added.

Martires issued the suspension order against Dicdican based on the complaint filed by the National Bureau of Investigation (NBI) against Dicdican, Saavedra and other officials GMCAC – Louie Ferrer, Oliver Tan, JZ Dela Cruz, and foreign officials Srivinas Bommidala (Indian), P. Sripathy (Singaporean), Vivek Singhai (Indian), Andrew Acquaah-Harrison (Ghananian), Ravi Bhatnagar (Indian), Ravishankar Saravu (Indian), Michael Lenane (Irish), Sudarshan MD (Indian), Kumar Gaurav (Indian), Magesh Nambiar (Indian), and Rajesh Madan (Indian).
